Blacklists and Junk Mail -- Persistence!

I have entered the email address of a particular sender to a blacklist and still, a staff member receives more junk mail from the same sender. I looked up their IP and entered that in the IP blacklist. I hope this will work. Does anyone have any idea why the blacklist may not work? Are there other ways that spam/junk mailers can continue to send emails to the same people who already, supposedly blocked them?
