Cloud Office Domain IP Blacklist noitation is difficult to manage

When trying to mitigate spam from a foriegn ISP there may be many IP ranges in use. most info for ASNs is in CIDR notation.

Because of the percent wildcard that rackspace uses an IP range of  X.X.X.X/25 expands into 128 lines in percent notation.

Given that there is a limit of 5K lines in the IP Blacklist, adding just a few ASNs will max out the file.

Not to mention the time it takes to do the conversion.

Why cant this list be in CIDR like most blacklists?
